Repeat, Violent Offender Faces Judge for Attempted Rape of Student on Johns Hopkins University CampusOctober 25, 2025

A judge has denied bond for Raymond L., a 31-year-old man accused of attempting to rape a Johns Hopkins University student on campus last weekend. The judge called L. an extreme danger to the community and victim, citing his criminal history. L. is a registered sex offender who was on probation for a 2018 conviction for second-degree attempted rape when the alleged incident occurred. His attorney claimed L. was only arrested because his clothing matched the description of the suspect, but investigators said L. could not account for his whereabouts around the time of the crime. The victim identified L. in a photo array, and surveillance footage allegedly placed him at the scene. L. is being held without bond until his preliminary hearing in mid-November.

Multi-Agency Operation Removes 22 Card Skimming Devices, Preventing Nearly $23 Million in Potential Fraud LossesOctober 25, 2025

A proactive, multi-jurisdictional operation led by the U.S. Secret Service and local law enforcement in the Baltimore region successfully removed 22 illegal card skimming devices this week, preventing an estimated nearly $22.9 million in potential losses to fraud. The operation focused on identifying and removing the hidden devices criminals use to steal card data, particularly from EBT cards used by vulnerable populations for government assistance. In addition to removing the skimming technology, the outreach operation distributed educational materials to businesses to help them better recognize the warning signs of illegal devices. The operation included participation from several local police departments, sheriff's offices, and the Maryland Department of Human Services.

U.S. Government Seeks to Deport Wrongfully Deported Salvadoran Migrant to LiberiaOctober 25, 2025

The U.S. government plans to deport Kilmar A., a Salvadoran national whose wrongful deportation to El Salvador made him a symbol of the Trump administration's aggressive immigration policies, to Liberia. A., who has an American wife and child and lived in Maryland for years, was mistakenly deported to El Salvador in violation of a settlement agreement, but was returned to the U.S. in June after the Supreme Court ruled the administration had to work to bring him back. Since he cannot be re-deported to El Salvador, ICE has been seeking to deport him to a series of African countries, a move A.'s attorney calls 'punitive, cruel, and unconstitutional.' A. is also facing criminal charges in Tennessee related to human smuggling, which he claims are a form of vindictive prosecution.
